concentrated in a few countries, which results in an increased supply risk.<\/li>\n<li>Rare earths are considered critical raw materials by all industrialized countries.<\/li>\n<li>Europe consumes 25 percent of the world's critical minerals, but produces only around three percent itself.<\/li>\n<li>This makes both the EU and Norway dependent on imports, especially from China.<\/li>\n<li>Rare earths are also categorized as strategic raw materials, meaning they hold significant importance in areas such as the green transition, defense, and risks.<\/p><p>The classification of critical raw materials varies significantly between countries, depending on their economy, business structure, and security policy. <span style=\"font-size: var( such, Norway's list of critical raw materials is shorter than the list used in the EU.\u00a0<\/span><\/p><p>Before we proceed further, it's essential to define the concept. We can start with the following: <a href=\"https:\/\/www.regjeringen.no\/no\/dokumenter\/norges-mineralstrategi\/id2986278\/\" target=\"_blank\" rel=\"noopener\">Norway's mineral strategy<\/a>\u00a0states that\u00a0<b style=\"font-size: var( --e-global-typography-a7edb78-font-size ); font-style: var( --e-global-typography-a7edb78-font-style ); letter-spacing: var( --e-global-typography-a7edb78-letter-spacing ); word-spacing: var( --e-global-typography-a7edb78-word-spacing ); text-align: var(--text-align); background-color: var( --e-global-color-123ab59 );\">critical raw materials are raw materials that:<\/b><\/p><ul><li>Has few or no substitutes<\/li><li>Are strategically important - with a significant supply risk<\/li><li>Is concentrated in the extraction or processing stage of the value chain<\/li><li>Brings significant economic or strategic consequences if supply is limited<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-50fa45b tsection tsection3 e-flex e-con-boxed e-con e-parent\" data-id=\"50fa45b\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-a029281 elementor-widget elementor-widget-text-editor\" data-id=\"a029281\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>While the ranking of critical minerals is influenced by the specific needs of each individual country or region, certain minerals consistently appear on these lists. <span style=\"font-size: var( --e-global-typography-a7edb78-font-size ); font-style: var( --e-global-typography-a7edb78-font-style ); font-weight: var( --e-global-typography-a7edb78-font-weight ); letter-spacing: var( --e-global-typography-a7edb78-letter-spacing ); word-spacing: var( --e-global-typography-a7edb78-word-spacing ); text-align: var(--text-align); background-color: var( --e-global-color-123ab59 );\">All industrialized countries consider <span class='tooltipsall tooltipsincontent classtoolTips2'><a href='https:\/\/fensfeltet.no\/en\/glossary\/sjeldne-jordarter\/' target='_blank'>REE<\/a><\/span> among the most critical raw materials. <\/span>This is what makes the Fen Complex so interesting and relevant today.\u00a0<\/p><p><a href=\"https:\/\/single-market-economy.ec.europa.eu\/publications\/study-critical-raw-materials-eu-2023-final-report_en\" target=\"_blank\" rel=\"noopener\">The EU has identified a list consisting of 34 critical raw materials<\/a>. Not all of these 34 raw materials can be found on the <a href=\"https:\/\/norden.diva-portal.org\/smash\/get\/diva2:1593571\/FULLTEXT02\" target=\"_blank\" rel=\"noopener\">Nordic list<\/a> list which forms the basis of Norwegian policy in the area:\u00a0\u00a0<\/p><p><em>Lithium, graphite, cobalt, <strong>niobium<\/strong>, platinum, silicon, hafnium, titanium, tantalum and vanadium, <strong>rare earth elements<\/strong>, feldspar, copper, nickel and phosphate.<\/em><\/p><p>Note that <span class='tooltipsall tooltipsincontent classtoolTips27'><a href='https:\/\/fensfeltet.no\/en\/glossary\/niob\/' target='_blank'>niobium<\/a><\/span> is included in the Nordic list, a classification that is also applicable to the EU, the USA, and several other countries and regions. Niobium is present in the Fen Complex, where mining and extraction of niobium took place in the 1960s - <span class='tooltipsall tooltipsincontent classtoolTips12'><a href='https:\/\/fensfeltet.no\/en\/glossary\/sove-gruver\/' target='_blank'>S\u00f8ve gruver*<\/a><\/span>. In many cases, China appears as the only supplier.\u00a0<\/p><p>A large proportion of the world's extraction and further processing of rare earths is currently controlled by China, and in 2023 the EU is 100 per cent dependent on imports of these raw materials. This highlights the strategic importance of securing access to these raw materials.&nbsp;<\/p>\n<p>In the context of geopolitics, certain minerals are therefore classified as <span class='tooltipsall tooltipsincontent classtoolTips0'><a href='https:\/\/fensfeltet.no\/en\/glossary\/strategiske-ravarer\/' target='_blank'>strategic raw materials*<\/a><\/span> . Traditionally, these have been raw materials that are important for weapons production, defense and warfare.&nbsp;<\/p>\n<p>When the European Commission presented its proposal for a new mineral act (<a href=\"https:\/\/single-market-economy.ec.europa.eu\/publications\/european-critical-raw-materials-act_en\" target=\"_blank\" rel=\"noopener\">CRMA<\/a>) in 2023, an expanded concept for strategic raw materials was launched.
